The Digital Repository of Shame: Exposing Telegram’s "Infrastructure of Abuse"

Forensic investigation: AI Forensics pulls back the curtain on the automated tools driving Telegram’s "Economy of Abuse."

How Telegram’s "Economy of Abuse" turns human dignity into digital currency — and how Hauraki Naturally fights back.

While officialdom in New Zealand remains fixated on the "offensiveness" of a human body in nature, a far more sinister and industrial-scale threat has been thriving in the shadows of our digital devices.  A groundbreaking forensic report has just pulled back the curtain on a professionalised "Economy of Abuse" that treats human dignity as a tradeable commodity.

The AI Forensics Revelation

The report, "Harassment As Infrastructure," released by AI Forensics, on April 8th 2026, exposes how the messaging platform Telegram has transitioned from a simple chat app into a "repository and redistribution layer" for technology-facilitated gender-based violence (TFGBV).

Analysing nearly 2.8 million messages across Italy and Spain, researchers found that what the public often dismisses as "peer-to-peer misconduct" is actually a structured, monetised ecosystem:

  • Scale of the Network: Individual groups were found to have up to 27,000 members dedicated to sharing and selling non-consensual intimate imagery (NCII).

  • The Economy of Abuse: Access to private "archives" of stolen material is sold for €20–€50 for lifetime access.

  • The Automation Force-Multiplier: "Nudifying bots" use AI to generate synthetic sexual images from ordinary photos, driving exponential growth.

New Zealand’s Involvement

While not the primary focus of this specific study, New Zealand is deeply involved in the global effort to combat this "harassment infrastructure" through several recent actions:

  • Global Law Enforcement: NZ Police (specifically the OCEANZ team) recently participated in Operation Cumberland, a 2025 global sting across 21 countries targeting the "professional" production of AI-generated child sexual abuse material (CSAM).

  •  Proposed Legislative Bans: In March 2026, a New Zealand Select Committee report explicitly recommended an immediate ban on "nudify" apps and tools that automate the creation of non-consensual sexual imagery.

  •  Modernising the HDCA: Netsafe is currently pushing for a 2026 overhaul of the Harmful Digital Communications Act (HDCA) to better address AI-manipulated harm and global harassment networks that exploit platform design.

  •  Social Media Regulation: New Zealand is currently considering a social media ban for under-16s and the establishment of a new independent online safety regulator to hold platforms like Telegram more accountable for systemic harm.

What This Means for New Zealand’s Clothes-free community

The "Academic Costume" of platform safety often fails to protect those who choose to live authentically.  While we advocate for the right to be naked in nature, the digital world is being weaponised to turn that vulnerability into a "currency" for harassment.  This report is a stark reminder that the threat to our privacy isn't coming from the person on the beach — it’s coming from the person with a smartphone and a Telegram account.

At Hauraki Naturally, we believe that "Naked is Normal" and that the human body should be celebrated without shame or sexualisation.  Because our community values the right to be naked, it is vital that we understand how these bad actors operate and how we can protect our safe, shame-free space.

The Risk: What We Are Up Against

The report highlights that perpetrators on platforms like Telegram use automated tools that perform these tasks:

  • Scrape Public Photos: They pull photos from social media (TikTok/Instagram) to build "archives."

  •  Create Synthetic Harm: They use AI "nudifying bots" to take normal photos and add sexualised, synthetic contexts to humiliate the subject.

  •  Doxxing: They link personal social media profiles to these images to facilitate offline harassment.

How Hauraki Naturally Guards Your Privacy

At Hauraki Naturally, we refuse to let technology be a tool for exploitation.  We have built-in infrastructure of our own to ensure our members remain safe and respected:

  • Verified Enclaves:  Profiles and photos are ONLY VISIBLE to bona-fide Community Members with the green “Community Member” badge.  We do not allow anonymous "lurkers" or basic “Registered” accounts to access our community images or take part in the Groups.

  •  Bill of Rights Act (BORA) - Aligned Content Guardrails:  To protect the integrity of our community, we enforce a zero-tolerance policy for material that exceeds the Section 14 BORA standard of protected expression.  While we celebrate social nudity as a form of self-fulfilment and expression, we exclude content that is purely intended to appeal to deviant sexual impulses or is staged specifically for sexual gratification.  This ensures our platform remains a space for authentic human expression, not a repository for the "monetization of abuse".

  • Education as a Defence:  We provide specific Police and Media guidance to help authorities distinguish between protected social expression and the criminal, harassment-based behaviour described in the report.  We strongly encourage our members to use these resources to arm themselves with the legal facts.

  •  Strict Code of Conduct:  Our Code of Conduct strictly prohibits the sharing of any member's information or imagery.

  •  Offline Data Security:  We store sensitive member information offline, away from the reach of scraper bots.

  •  Data Destruction:  We only keep member information for six months after a membership ends, at which point it is securely erased.

Advice for our Facebook Community

To our 270+ Facebook Group members and 70+ Page followers, we urge you to exercise Digital Sovereignty.  While we maintain these groups for community connection, Facebook is a public-facing platform subject to the scraping risks mentioned in the report.

  • Audit Your Audience:  While our Facebook Group is set to “private”, ensure that your own personal Facebook posts on your own timeline are set to "Friends Only."

  •  Lurker Awareness:  We regularly audit our Facebook Group.  If you see suspicious, inactive, or anonymous accounts, report them to the admins immediately.

  •  Gateway, Not Repository:  Use our Facebook platforms for discussion, but create your personal "Expression" — including photos — on our official website enclave where we have total control over data safety.  You can safely add photos of your clothes-free journey to your own profile or by sharing in the groups.

  •  Report the Bots:  If you encounter links to "nudify" apps or suspicious Telegram channels, do not click them.  Report them to Facebook and alert our admin team.

The Unvarnished Truth

The "system" is quick to police a living body in public, yet allows "archives" of abuse to operate with impunity on our devices.  True body freedom requires both the right to exist in nature and the right to be safe in the digital sphere.
